Assign the Requisition to new Operators from Admin Centre > Reassign Job Requisitions

The mail received by the recipient is as follows:

Even though the notification configured in Email Template Notification Settings > New Recruiting Operator Notification is different.

This is because the mail sent out immediately to the new operator when the Job Requisition is reassigned from Admin Centre is not configurable and is system generated.

The 'New Recruiting Operator Notification' under 'Email Notification Templates Settings' is sent out to the configured recipients when the operator on a pre-approved requisition is changed manually while the requisition is being routed to the next step.

So, once the Job Requisition reaches end of the Route Map the above notification is triggered.

There is no way to change the notification template when the requisition is reassigned in Admin Centre. This template is hardcoded.
