2419199 - "ACCESS_DENIED" when upload a file in editing mode with lower GUI version

Symptom

When using function module GUI_UPLOAD to upload a file which is accessing by other process, the system will raise an exception "ACCESS_DENIED".
This only occurs with lower GUI version, such as GUI 7.10 and GUI 7.20,but it does not happen with SAP GUI 7.30 or higher version.
