Symptom

You work with schedule agreement whose doc. type is customized to not to have release documentation (EKKO-LPHIS = ' ') and after the first output message has been sent out when you do a change (add a new schedule line, or edit an already existing schedule line, for example its quantity) not a change output (NAST-AENDE = X) but a new output message is created (NAST-AENDE = ' ').
