2420378 - Error when transporting a query from Production or Test system to DEV system

You created a query in Production system or Test system, and want to transport it to Development system.
The transport failed with error in after-import method:
"Error when activating element ..."
After root cause analysis according to KBA 1593665 and KBA 1942767,
you found the reason is that, a query element has no M version in target Development system.

The element was originally created in Development system and transported to Production or Test system, so it only has A version in Development system.
It's not possible to transport it back from Production system or Test system to Development system again.
When you tried to collect the missing query element in source system, you found that transport package is unchangeable.
