2420708 - Cannot Add/Import User

We are trying to create a new user in the system -both manually or via the import tool but we are receiving the following error:

"The system could not add the record for one or more reasons: java.sql.SQLIntegrityConstraintViolationException: ORA-00001: unique constraint (CUSTOMER_DB.PK_CA_USER_COMP_DATA) violated"
