2421499 - "Other Dimensions Filter" does not work when a member of TIME/ENTITY dimension is used.

Symptom

- In the Elimination and Adjustments business rule, in the field “Other Dimensions Filter”, you enter some periods in TIME dimension such as “Time=2016.01” but it doesn’t work.
- A member or DIMLIST of ENTITY dimension in Other Dimensions Filter is not working.

If other dimension members are used here such as “Category=Actual”, it works.
