A Formula cell in a composite query with a caption but no formula stretches across multiple rows/columns, but does not correctly apply the caption to those areas as per the grid.

Cause
The formula cell type is intended to contain a calculation with an optional caption pertaining to the result. It does not have full functionality as an all-purpose caption only.
Resolution
The most straightforward way to caption subsets of the rows in a complex table is to split the table into multiple components, so that smaller tables can be labelled either with a single formula caption for each whole table or independent text boxes. This can be made to look very neat by using the Snap to Grid function in Report Designer.
