2426009 - Error during compilation of CSS file

Symptom

After an upgrade it is not possible to rebuild the custom themes by using the theme designer due to an error during compilation of CSS file.

Error Message: sap.theming.less.LessCompilationException:variable @sapShell_Favicon is undefined
