2426566 - IQ 16 SP11.x. BLOCKING option does not work as expected.

Symptom

In IQ 16, as a new feature, BLOCKING option is expected to hold 2nd transaction on a table until lock released by a previous transaction on same table.

This does not work when 1st transaction is Insert and 2nd transaction is Delete.

The 2nd transaction fails with error below immediately after the 1st transaction commits.
