2430650 - ASCS split-off encountered the error "Cannot convert this to a Java standalone system"

Symptom

While performing an ASCS split-off using the Software Provisioning Manager (SWPM), the following error is encounter.

sapinst_dev.log:

ERROR 2017-02-12 08:12:01.729 (root/sapinst) [iaxxbjsmod.cpp:97] id=nw.hasABAPswitchABAP errno=CJS-30036
SAP system SID is an ABAP or ABAP+Java system. Cannot convert this to a Java standalone system.
