Symptom
When installing a Windows Patch Bundle newer than CPUJan2015, the Opatch apply sends the following messages:

Conflict details:
C:\oracle\<sid>\12102\rdbms\admin\catmetviews.sql
OUI-67301:
Following patches have conflicts: [ 17871192 PATCHNUMBER ]
Refer to My Oracle Support Note 1299688.1 for instructions on resolving patch conflicts.
OUI-67073:UtilSession failed: Inter-conflict checking failed in apply incoming patches
