2431918 - Task Gateway error: Function module "/IWWRK/WF_TGW_USER_GETLIST" not found

Symptom

In My Inbox Fiori Application Manage My Substitute function is failing after a user selecting a substitute and saving it.

In the console and in the Gateway Error Logs (/IWFND/ERROR_LOG), the following error appears:
RFC call was not successful because of system failure 'Function module "/IWWRK/WF_TGW_USER_GETLIST" not found.'
