I've chosen ru-RU as default locale in ONB Super Admin settings. When candidate clicks the link in welcome email, buttons (Next, Previous, etc.) and some text are displayed in english. If a user manually switches language from Russian to Russian, then the language switches to russian.

Cause
XpressHRLink page doesn't keep Locale parameter.
Resolution
In the notification, please update the URL from <a href="{BX.Link.NewHireHomePage, ifempty={SiteURL}/XpressHRLink.aspx?HRDataId={HRDataId}&Account={AccountName}&Locale={locale}}">
To <a href="{BX.Link.NewHireHomePage, ifempty={SiteURL}/ApplicantPage.aspx?HRDataId={HRDataId}&Account={AccountName}&Locale={locale}}">
