Symptom

rshost (Relay Server State Manager) would outputs the following error message.

"<rshost> RSF11038: System error [SYS32: The process cannot access the file because it is being used by another process...] occurred while renaming the log file '[logfile-name]'"

     *1: Relay Server version 12 only.  This issue does not occur in version 16 or later.
