2432699 - Active objects are wrongly marked as inactive

Symptom

Transport request cannot be released as it detects inactive objects in the transport: Object xxxxx is inactive.
Upgrade with SUM/SPAM/SAINT is stopped as it reports "inactive objects found": Inactive SAP objects have been found which will be overwritten by the import queue. If these objects are not activated and the corresponding orders not released, user will not be able to adjust these objects if necessary.

Go to transaction SE80, in the leftside menu, select "Repository Browser"(which is selected by default) and then select "Inactive Objects", input "*" in the next line to search for all users, click the Display(eyeglass) button. All inactive objects in the system will be displayed in the list. Double-click the object name to check the Attributes tab, there can be seen who and when changed this object. Normally, it is possible to click "Active <-> Inactive"(Shift+F8) button to display the inactive version.
However, when the object status is Active, button "Active <-> Inactive"(Shift+F8) is gray out, and click menu "Utilities" -> "Versions" -> "Version Management", there is no such modif version like below picture. it is also possible to try to re-activate the object but it's still listed as "Inactive objects" in SE80.

It is also possible that when trying to display the inactive version, message OO175 "There is no inactive version of ..." will appear.
