2432869 - after DNS configuration change getting error 11216 in SAP ASE

Symptom

when trying to connect new SAP ASE to subnetwork - unless the SAP ASE is rebooted: they have the following error:

Msg 11216, Level 16, State 13:

Server 'sybscpq01', Line 1:
Internal 
Ct-Lib/Cs-Lib error 84083972: 'ct_connect(): network packet layer: internal net library error: Protocol driver call to parse connection information failed'
.
Msg 11206, Level 16, State 1:
Server 'sybscpq01', Line 1:
Unable to connect to server 'sybscpd01'.

SAP Adaptive Server Enterprise (ASE) withing subnetworks- any version - not platform dependant
