2433485 - How to create SAP GUI Security Rule

• The administrator wants to create SAP GUI Security Rule to forbid the end user to download data, or access data.
• The administrator wants to allow the end user to always perform some operation, and security popup will not always popup to ask for end user's permission.
• The end user denied some operation, e.g. download data to specific directory. After that if end user performs the same operation again, the operation is denied by default,
  the end user wants to allow the operation (e.g. download data to specific directory) again.
