- You want to rename the Report Table report from the Report Center and add the Localization name although this is not possible because the Add Localization option is disabled.
- If you try for Dashboards or Report Canvas reports the Add Localization option is enabled.

Cause
The report rename function from the Report Center relies on the 'native' report builder functionalities and Report Table does not have it designed.
Resolution
The behaviour of the Report Center functionality is as designed. Currently it is not possible to give localized names for Report Table reports and Story Report hence not possible to use the Add Localization functionality for them.
Such enhancement is not currently planned on road map due to unified reporting solution currently in development.
Note: It might be of interest to know that it is possible for User to give localize names for Report Canvas and Dashboards.
