1. Go to Business Configuration work center
2. Select Implementation Project view
3. Select Edit Project Scope
4. Go to the 4th step Questions
5. Select General Business Data
6. Select Product and Service Pricing
7. Select Sales Price and Discount Lists
8. Select Do you want to maintain discount lists for account hierarchies?

The scoping question Do you maintain customer discounts on product level? is prerequisite for the scoping question Do you want to maintain discount lists for account hierarchies?

The inconsistencies will be resolved if the both the Questions are scoped at the same time
