Symptom
When doing a first time import or hiring via imports, receive an error:
RBP access denied on user ****** for this element. Please check RBP import configuration.
The application error ID would be accompanied by: You are trying to import data for a user who is not a part of your target population. If you still want to import the data, please exclude the "Enable RBP Access Validation for EC Elements during Imports (Do not enable during first time import)" permission from your role and try again.
