Symptom
When importing data for a user, error is received: You are trying to import data for a user not part of your target population. Contact your administrator to proceed with the import.

Environment
- SAP SuccessFactors HCM Suite
- SAP SuccessFactors Employee Central
Reproducing the Issue
- Import employee data using any employee import file which has been provided RBP and target population (specifically among these: Compensation Info, Pay Component Recurring and Pay Component Non recurring, Job Info, Job Relations Info.)
- Receive error message
Cause
- The permission to import Job Information under Employee Central Import Entities has the option Target Population flagged.
- Or the user on the Import file is invalid (user ID not found in the instance).
Resolution
- Action Search: Manage Permission Roles
- Select permission role
- Permission... button
- Under Administrator Permissions section, select Employee Central Import Entities
- Uncheck the box for the target population of the desired entities.
Note:
- Ensure this switch is disabled for all Permission Roles with new employees (i.e. All roles with "All Employees" as target Population)
- Before 1H 2025 release, RBP Validation is applicable only for Compensation and Job related information imports (Job History, Compensation Info, Pay Component Non-Recurring, Job Relationships). Post 1H 2025 release, it's applicable for all HRIS entities.
