2435163 - "cannot be added" error when you try to add a Tile in a catalog - Fiori Launchpad

Symptom

If you get "cannot be added" error as follows when you try to add a Tile in a catalog on Launchpad Designer.

     Error occurred; tile 'App Launcher # Static' cannot be added

     Error (400, Bad Request) in OData response for
     POST "/sap/opu/odata/UI2/PAGE_BUILDER_CUST/PageChipInstances":HTTP request failed
     Details: You cannot change Page in language en. Original language: ja
