2436534 - Change rating source for guideline modeling/re-modeling

Comp Admin creates a model using the rating in the model plan template (generally, latest available rating). After the PM process has been completed, the Admin wants to change the Rating Source in the model template to point to the newly available ratings, and runs another model to test/update the budget requested.

By changing the rating source now, you can select a rating from any Compensation plan template while creating or editing a model using "Use Rating Source From" dropdown list.
