2436991 - XML Deserialization Error occurs when using SAP WS Navigator to consume Query as a Web Service in SAP BI 4.x

Symptom

XML Deserialization Error occurs when using SAP WS Navigator to consume Query as a Web Service in SAP BI 4.x
Error details is like:
com.sap.engine.services.webservices.jaxrpc.exceptions.XmlUnmarshalException: XML Deserialization Error. Empty node passed to deserializer [com.sap.engine.services.webservices.jaxrpc.encoding.primitive.DateTimeSD] which is not acceptable.
Using other tools like SAP Dashboards, Web Intelligence, or 3rd party Soap-ui to consume the same Query as a Web Service, there is no error and data can be get correctly.
