2437463 - Cannot boot the ASE COCKPIT with various errors - SAP ASE Cockpit

Symptom

Cockpit Repository Database becomes corrupted.  This problem can manifest in different ways, for example: ASE Cockpit receives the following error:

Repository Update Failed
There was an error updating the e-mail target in the repository. com.sybase.scc.jmx.AlertServiceGateway.target_create while trying to load from index 1 of an object array with length 1, loaded from a local variable at slot 15

or in the agent.log:

[collection.CollectionService                 ] [main] - Starting Collections Service...
[ERROR] [repository.StatisticManagerImpl              ] [main] - Statistics Warm Last Batch failed: java.sql.SQLException: [SAP][JDBC Driver][SQL Anywhere]Dbspace for table 'MON_KPI_DTL_F' not found
[ERROR] [services.Agent                               ] [main] - Failed to successfully start agent: Failed to start CollectionService. com.sybase.ua.util.JDBCUtils$RuntimeSQLException: java.sql.SQLException: [SAP][JDBC Driver][SQL Anywhere]Dbspace for table 'MON_KPI_DTL_F' not found java.lang.RuntimeException: com.sybase.ua.util.JDBCUtils$RuntimeSQLException: java.sql.SQLException: [SAP][JDBC Driver][SQL Anywhere]Dbspace for table 'MON_KPI_DTL_F' not found

or the sqlanywhere-server.log
