2438366 - VBKPF-XBWAE doesn't affect Amount in Second/Third local currency

Symptom

When posting a parked foreign currency document via FBV0 with VBKPF-XBWAE ticked, the exchange rate is changed and the system recalculates the amounts in the second local currency and the third local currency. However customers expect that the exchange rate should not be changed.
