2438366 - VBKPF-XBWAE doesn't affect Amount in Second/Third local currency

Symptom

Customers post a parking document in foreign currency and tick the flag VBKPF-XBWAE. When customers continue to post this parking document with T-code FBV0,the exchange rate is changed . System will recalculate the amount in second local currency and the third local currency.  But customers expect that the exchange rate should not be changed.
