2439458 - WFA: The numbers dont appear correctly

Certain elements of a report (e.g. the rows of a Table component) do not appear in the same position relative to other components in the page editor, online preview, and PDF/Word/PowerPoint export.

While we attempt to minimise this effect as much as possible, some components have different elements in different places; for instance a table component will have an Excel export icon at the top which pushes everything lower but the exported version will not.  Perfect synchronisation between all versions is unfortunately not possible in principle.

Arrange the relative positions of the components in favour of the version the end audience will see, whether online or exported.  This may mean it looks skewed in the editor, and may take some small edits and back-and-forth checks to line up well.
