2440196 - Mobilink client cannot connect to Mobilink server because of winsock error 10061

Symptom

The Mobilink client log shows the following lines:

I. 2017-03-09 16:37:35. Connecting to MobiLink server at 'host=xx.xxx.xx.xxx;port=2439' using 'TCPIP'
E. 2017-03-09 16:37:36. Unable to connect a socket. Network Error: No connection could be made because the target machine actively refused it. (winsock error code: 10061).
E. 2017-03-09 16:37:36. Unable to connect to MobiLink server.
