2440878 - Error VL059 in SPED output process

Symptom

There is a HU in the outbound delivery in stock transfer order scenario, after posting goods issue to the outbound delivery, output SPED is triggered to create the subsequent inbound delivery. However, error VL059 "You cannot add this item to the delivery" is issued during SPED process.
