Symptom
You try to set allocation limit for a tenant database with a sql statement like:
ALTER SYSTEM ALTER CONFIGURATION ('global.ini', 'DATABASE', '<SID>') SET ('memorymanager', 'allocationlimit') = '<value>' WITH RECONFIGURE;
The sql statement can't be executed and terminates with an error:
'DATABASE' layer does not need 'layername' in tenant database'
