Open Fiori Launchpad and you will find error "Cannot load tile" on some tiles.
When you open the Launchpad designer in configuration layer(scope=CONF), the catalog exist in the Launchpad designer. But when you open the Launchpad designer in customization layer(scope=CUST), the catalog doesn't exist in the Launchpad designer.
