2443035 - RSLGSEND process cannot start: "Permission denied"

Symptom

At the OS level, the se.sap<instance name> correspondent to the system log sender process is not running.

In the stderr* file correspondent to the start-up of this process, in the start or instance profile of the instance, the following error occurs:

sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
sapscsa(2): shmat: Permission denied
rslgwr1(16): I cannot get addr of SCSA.

Important: Note that system log sender and collector processes (se.sap and co.sap) are not supposed to run as of system release 7.02. This is explained in the SAP Note 1565427.
