Symptom
You have checked in the OS level and you can see the se.sap<instance name> correspondent to the system log sender process is not running.
In the stderr* file correspondent to the start up of this process, in the start or instance profile of the instance, you can see the below errors reported.

Important: Note that system log sender and collector processes (se.sap and co.sap) are not supposed to run as of system release 7.02. This is explained in the SAP Note 1565427.
