2443360 - Time Accounts and Accruals are not Created Automatically When Creating Global Assignment for Users

• Time accounts and accruals are not created automatically when creating Global Assignment(GA) records for users.
• This is working manually when running the calendar for account creation and accruals, but is not happening automatically when adding GA record via take action and assigning Time Information fields.
