Time accounts and accruals are not created automatically when creating Global Assignment records for users.

This is working manually when they run the calendar for account creation and accruals, but is not happening automatically when adding GA record via take action and assigning Time Information fields.

This is currently expected behaviour, this process for Global Assignments has not yet been implemented.

Engineering are working on an internal enhancement for this, however no date has been confirmed as of yet (TIM-458).
