2443731 - FWSD XML fails due to missing location

• You get error messages terminating the creation of FWSD billing document with error codes:
• OPS_SE_TCM_80 054 - Country code in the Ship from location is missing
• OPS_SE_TCM_80 056 - Ship from Location is missing
• In the FWSD, the location is present.  
• In sxi_monitor, in the trace of the XML message, there is error message:  "no interface action for sender found..."
