When reporting on PM Forms or 360 review forms, the custom unrated rating label is not displayed in the Adhoc Reports, canvas or Dashboards.

1. On the Performance form/360 reviews form template, add a custom label in the Unable to Rate field, here is the example of a goal section:

2. Launch a new form - the custom rating label is visible in the rating scale in the form:

3. Create an Adhoc report and pull the rating for goal or competency - the custom rating label is not visible in the Adhoc report or Canvas - it shows "Too New To Rate":

This is the current expected behavior.

• The report will display "Unrated" when no rating is selected (in database, the rating value is stored as -1972). 
• It will display "Too New to Rate" when you choose to give the unrated-rating (in database, the rating value is stored as -1971). 
• Ad Hoc is not able to pull the custom labels you set for the "Too New To Rate" rating in the Performance form e.g. "New Employee - no rating".
