Resolution
If you enable Wizard.HideStepCalculation in superadmin,you can find step calculation in the panels for respective steps.
Currently calculation logic is working irrespective of inactive panels .
Enhancement Ticket has been filed to Product Management Team to correct this calculation logic isssue.
