2444624 - Mass change methodology phase to Complete

The BRM Methodology changed (swapped steps, added step, removed step) and affected more than a thousand roles which are using the changed methodology.

Customer needs to re-apply methodology for all the roles in mass, and keep phase COMPLETE.

Role Update would mass re-apply the methodology but would change the phase to DEFINE ROLE, which is not accepted as a valid solution.
