2445620 - 403 Forbidden Error when clicking File Attachments in Edit Learning History

When going to Edit Learning History in Learning Administration and clicking on "File Attachments" on a learning history record a blank popup appears with a 403 forbidden error in the network logs.

1. Go to Learning Administration
2. Go to Edit Learning History
3. Click on edit for any history record from any user
4. Click on "File Attachments"
5. Blank popup appears and in the network logs a 403 forbidden error is shown

The Admin is missing the permission 'View User Learning History' in their role

Add the permission of 'View User Learning History' to the admin's role.
