2445994 - Deployment phase via SUM fails with RuntimeRepositoryException for BPEM-CONTENT

During an upgrade, SUM tool fails on step Deploy Software Components and shows the following error in the screen:

Could not update components. Deployment of queue Queue_YYYY.MM.DD at HH:MM:SS completed with error Deployment finished with error. See Deploy Controller
