2448003 - Unable to force drop table with foreign key constraints that exist in offline dbfile in SAP IQ

Symptom

Unable to force drop table with foreign key constraints that exist in offline dbfile.
The error when trying to drop the object is like :
"Could not execute statement. There are no dbspaces open in readwrite mode for this RW operation"
Because one is not able to drop objects in the dbfile, one cannot drop the dbfile/dbspace either
