2448619 - Error during system copy or installation: "Unknown file format, format version specification is mandatory for STR files"

Symptom

During an import or installation on Software Provisioning Manager (SWPM), the following error can be seen in some <package>.log:

(GEN) ERROR: (STR) Syntax error in l.1 <package>.STR
(GEN) ERROR: (STR) Unknown file format, format version specification is mandatory for STR files
(GEN) ERROR: (Missing 'ver:' token at the begin of the file?)
(GEN) ERROR: Disable the check by setting the environment variable R3LOAD_ALLOW_MISSING_VER=1 (unsupported!)
