2448911 - While running rs_init, got ID Server says this name is already being used

• Running rs_init to create a new Replication Server, it failed with the following error message.
  
  Task succeeded: create the Replication Server configuration file.
  Running task: create the Replication Server runserver file.
  Task succeeded: create the Replication Server runserver file.
  Running task: start the Replication Server.
  waiting for server 'RS' to boot...
  SERVER ERROR: Failed to boot server 'RS'.
  
  
• 'RS' Replication Server log shows the following error message.
  
  Contacting the ID Server for a siteid.
  ERROR #42 GLOBAL RS(GLOBAL RS) - neric/cfg/cfgfirst.c(162)
  Expected this name 'RS' to be new to the system. But, ID Server says this name is already being used.
