You want to flag some of your flows as 'Fixed' without posting to FI even if the flow/update type is set as 'Relevant for posting' in customizing. Transaction code TBB1_LC or TBB3 can be used for flows from the Transaction Manager, but there are no transaction codes to flag the flows as 'Fixed' for the following transaction codes:

FWZE
TPM1
TPM18
TPM44.
