2449129 - Table Entry -> Transport Entries grey out in SE16

Symptom

Menu path Table Entry -> Transport Entries is grayed out in transaction SE16, despite that the table is defined as Display/Maintenance Allowed in SE11.
It is also not possible to maintain the entries in the table as Table Entry -> change is gray out as well.
