2449131 - Usage Data app does not show any available systems

The Usage Data(UPL and SCMON) app in the Custom Code Management workcenter does not display any available systems and in TCode ST22 you observe the following dump:

    An error has occurred while parsing a dynamic entry. 

What happened?
    Error in the ABAP Application Program
    The current ABAP program "SAPLAGS_CC_AGGREGATE_UPL" had to be terminated because it has
    come across a statement that unfortunately cannot be executed. 

Information on where terminated
    The termination occurred in ABAP program "SAPLAGS_CC_AGGREGATE_UPL", in "SYSTEMS_FROM_NON_HDB". The main program was "SAPMSSY1".
    In the source code, the termination point is in line 153 of (Include) program "LAGS_CC_AGGREGATE_UPLP01".
    The termination is due to exception "CX_SY_DYNAMIC_OSQL_SEMANTICS" occurring in procedure "SYSTEMS_FROM_NON_HDB" "(METHOD)".
    This exception was not handled locally or declared in the RAISING clause in the procedure's signature however.
    The procedure is in program "SAPLAGS_CC_AGGREGATE_UPL". The source code begins in line 116 of (include) program "LAGS_CC_AGGREGATE_UPLP01".
