2449386 - ACA: 'PersonLastNm' field not populated at XML file

During the submission of the ACA (U.S. Affordable Care Act) XML files to the IRS (Internal Revenue Service) website the files are rejected due to the following error:

(TPE 1106) The manifest file does not match the schema. In Particular our system has identified the potential issue with the following elements PersonLastNm

If verified the XML file the following information is found:

        <PersonFirstNm> Person first name here </PersonFirstNm>
        <PersonLastNm/>
 </ContactNameGrp>
