While setting up excise taxes for countries such as Canada or the United States, a scoping error 'Excise Tax not Scoped in System; Maintenance of Excise Tax not possible' is raised.

SAP Business ByDesign

1. Go to the Business Configuration work center 
2. Go to the Implementation Projects view.
3. Select the Open Activity list.
4. Search for and open the activity Tax on Goods and Services.
5. Choose Define Excise Tax classification.

The following error is raised: Excise Tax not Scoped in System; Maintenance of Excise Tax not possible

The system currently does not support excise tax in the US/Canada localizations. Please also note that excise tax in several other globalization countries, such as India, has been deprecated.
