2450020 - Error 701 State 2 or 3 caused by a query concatenating string values to a text variable - SAP ASE

Symptom

A query that repeatedly concatenates string values to a text variable slows over time until finally failing with Error 701 State 2 or 3:

Msg 701, Level 17, State 2:
Server 'myserver', Line 1:
There is not enough procedure cache to run this procedure, trigger, or SQL batch. Retry later, or ask your SA to reconfigure ASE with more procedure cache.
