2450028 - Fiori Launchpad opened with Logon Screen despite SSO being used. - FC/KAP

Symptom

User setup SAP Fiori CLient mobile based SSO using SAP SSO 3.0, IDP, SAML on ABAP, and Mobile OTP.  Everything works fine, but when the Fiori screen comes up, it presents a login screen first which can be bypassed using the refresh button and then the Fiori Launch pad comes up without logging in.  The Fiori Login screen should not come up first as this is SSO based.
