2450147 - You got errors like "cant open " or "permission denied" during transport

Symptom

The following error is reported in SLOG when transporting Transport Requests:

HALT <TimeStamp> ERROR: '/usr/sap/trans/tmp/<SID>.LOB' : cant open  (tpfsacc.c:306) ERROR: EXIT(16) - process ID is: <PID>
ERROR: '\\<hostname>\saptrans\trans\tmp\<log file name>' : cant open: Permission denied......
ERROR: EXIT(16) -> process ID is: <PID>
------------------------------------------

The error message above may occurs for files in different subdirectories of Transport Directory (DIR_TRANS) and it also may be reported in TMS Alerts.
