2451599 - Role attribute Role exists in BRM is remains No

Some roles in BRM have the attribute "Role exists" set to "No", this means they are not appearing in the access request role search form.

User to Role Relationship report showing blank result even if user has assigned roles in target system and are synched to GRC after running repository sync

Running a full repository sync should resolve this issue however it has not.
